This webpage is for bargaining unit employees of Passport Services who are members of NFFE Local 1998 or who are interested in joining NFFE Local 1998.

 What it means to be a member in our Union 
   
Members of IAMAW FD 1 NFFE FL 1998 (NFFE Local 1998, for short) have the satisfaction of knowing that they are contributing to the strength and ability of the Union to speak and act on behalf of the bargaining unit employees of Passport Services.  Without the members, the Union would simply not exist.  Because of its members, NFFE Local 1998 has been able to accomplish a great deal since it's inception on October 19, 1981.

Membership in the labor movement 

As a dues-paying member of Local 1998, you are automatically a member of: 

  • The National Federation of Federal Employees (NFFE) - the exclusive representative of 100,000 federal workers
  • The International Association of Machinists and Aerospace Workers (IAMAW) - over a half million members 
  • The American Federation of Labor - Congress of Industrial Organizations (AFL-CIO) - ten million members 

Representation 

NFFE Local 1998 only represents dues-paying Union members in actions involving the following: 

  • MSPB 
  • EEOC 
  • OSC 
  • Worker's Compensation 

Voting 

Union members are also entitled to: 

  • Vote in elections of NFFE Local 1998 Union Officers 
  • Nominate members to be Union Officers 
  • Run for election and serve as a Union Officer 

The elected Union Officer positions for NFFE Local 1998 are: 

  • Nationwide positions: President, Vice President, Recording Secretary, Secretary-Treasurer, and three Trustees 
  • Local office positions (Passport Agency/Center): Senior Steward

The Chief Steward (nationwide) position and the Union Steward (local office) positions are appointed, not elected.

Payroll deduction form (SF-1187) 

In order to become a dues-paying member of NFFE Local 1998, it is necessary for you to complete Standard Form 1187 - Request For Payroll Deductions For Labor Organization Dues.  

How to complete the SF-1187

  • Fill in your full legal name
  • Fill in your SSN - this is necessary in order for dues to be deducted
  • Leave the timekeeper information blank, unless you know it
  • Use your normal mailing address
  • It is acceptable to put "CA/PPT/SE" or "CA/PPT/MM" or whatever your office code is

 Section A

  • The name of our labor organization is "National Federation of Federal Employee, Local 1998" - you can put "NFFE Local 1998"
  • The current dues (as of January 2009) are $22.29 per biweekly pay period (strike out "calendar month)
  • The "authorized official" is the Secretary-Treasurer, Recording Secretary, Chief Steward, Vice President or President of Local 1998

 Section B

  • Fill in "NFFE Local 1998" a second time

  • Sign and date the form

You can ask your Union rep to mail the form for you or you can mail it yourself to:

  • Do not use government envelopes or postage to mail the form

  • The Union Secretary-Treasurer of President will then sign in the "authorized official" block and send it to Personnel/Payroll

  • If your dues do not start being deducted within 2 pay periods, contact the Secretary-Treasurer

The rules and procedures governing the operations and organization of NFFE Local 1998 are found in our Bylaws.  They must conform to the NFFE National Bylaws and the IAMAW Constitution.
  • NFFE Local 1998 Bylaws - These are our current Bylaws.  They were approved by the members in December 2004 and, after being reviewed (with only minor alterations) and approved by the IAMAW, they went into effect on April 1, 2005. 
  • NFFE National Bylaws - The rules governing our national organization (NOTE: these are the old bylaws - the bylaws were amended at the October 2008 convention).
  • Proposed Local 1998 Bylaws - These are the proposed bylaws that were voted on by the membership in December 2004.
  • Former Local 1998 Bylaws - These are the former bylaws. They are outdated and must be revised in order to be in compliance with NFFE National and the IAMAW.
  • Model Bylaws - An example of what the local bylaws should look like, these were used to help formulate our next edition.

IAMAW Scholarship for children of members

College: pays $1000 per academic year for up to four years. 

Vocational/Technical school: pays $2000 per year for up to two years.  

From 1960 to 2008 the program awarded 567 scholarships to children of IAMAW members.

Pays $2000 per academic year, for from one to four years (either a Bachelor's degree or 2-years vocational/technical certification).  From 1960 to 2008, the program awarded 156 scholarships to members.

Offered via the AFL-CIO’s Union Plus website

One-time scholarship of between $500 and $4000 for Union members or their family.  Between 1992 and 2008, over 1700 families have received $2.5 million in scholarships from this program.

Union members can receive NFFE and IAMAW lapel pins and lanyards.  Contact your Union Steward for information. 

NFFE Local 1998 very occasionally orders polo shirts and lanyards for members.  Contact your Union Steward if you are interested in a shirt.  If you are interested in other items (mugs, pens, etc.), also contact your Union Steward.
