Collective Bargaining Agreement between Passport Services & NFFE Local 1998
 News: Clarification of Unit 2008-2009
 
Operations Officers included in Passport Services bargaining unit per settlement agreement 
February 27, 2009: NFFE Local 1998 and Passport Services signed a settlement agreement to resolve the Clarification of Unit petition that the Union had filed with the FLRA over the bargaining unit status of 4 positions: Operations Officer (Passport Agencies and Headquarters), Systems Administrator, Program Analyst, and Regional Training Coordinator.  Management and the Union agreed that the twenty one Operations Officers located in the Passport Agencies/Centers are included in the unit (and eligible for union representation and membership), while the other positions are not.  

Union files Clarification of Unit seeking answers on 4 positions excluded from Union coverage
October 22, 2008: NFFE Local 1998 filed a Clarification of Unit with the Federal Labor Relations Authority in Washington, DC.  Passport Services Management had determined that four positions - Operations Officer, Systems Administrator, Program Analyst, and Regional Training Coordinator - should be excluded from the bargaining unit and therefore ineligible for coverage by the collective bargaining agreement between the NFFE Local 1998 and Management.  The Union had sought to discuss the rationale for the exclusions with Management but did not receive a reply.  A Clarification of Unit is not the same as a grievance or Unfair Labor Practice charge.  It simply seeks to get an official, legal determination of status.

The law that defines bargaining unit status is the Federal Service Labor-Management Relations Statute (5 U.S.C. 71).

 Passport Services' attempt to decertify NFFE Local 1998 fails
 May 30, 1990: This "Order Denying Application for Review" decision by the FLRA ended Management's attempt to decertify NFFE Local 1998 as the exclusive representative of Passport Services bargaining unit employees: 35 FLRA No. 129. 

NFFE Local 1998 represents all Passport Services bargaining unit employees nationwide
September 10, 1985: Consolidation of Union: FLRA Case No. 3-UC-50003.  The FLRA certified NFFE Local 1998 as the exclusive representative of all Passport Services bargaining unit employees nationwide. 
 
Washington, DC Passport Services employees represented by NFFE Local 1998 
April 22, 1983: Following the original certification issued in 1981, NFFE Local 1998 is certified as the exclusive Union representative for all Passport Services employees at the Washington, DC Headquarters: FLRA Case No. 3-RO-20016.

October 19, 1981: NFFE Local 1998 is certified as the exclusive Union representative for the bargaining unit employees of Passport Services (FLRA Case No. 3-RO-98).
 
 FLRA revokes certification for AFGE unit that only includes Chicago Passport Agency
May 1, 1979: The FLRA revoked the Certification of Representation issued to AFGE Local 3671 for a bargaining unit composed only of the Chicago Passport Agency. The Department of State filed a Petition for Review of the prior decision by the Assistant Secretary of Labor for Labor-Management Relations that had granted AFGE Local 3671 the Certification of Representation, and the FLRA ruled for the Department of State. FLRA Case No. 50-13100(RO)
